Evidence becomes useful when the reasoning remains visible.

Horizon GeoRisk connects source provenance, observable signals, alternative explanations and defined forecasts. The objective is not artificial certainty, but a judgement that can be examined, challenged and revised.

Facts, interpretations and forecasts answer different questions. Keeping them separate makes the complete assessment more intelligible and more accountable.

Source record

Who published the material, when it appeared, which version was examined and what earlier source it may depend on.

Observation

What can be directly described from available records, imagery, measurements or official notices.

Interpretation

What the observations could mean, which explanation fits them and which alternatives remain plausible.

Forecast

A defined outcome, time horizon and probability, together with the assumptions and evidence that would change it.

Begin with a bounded question

Analysis starts by defining the decision, claim or possible outcome under examination. The relevant geography, period and standard of evidence are made explicit before information is assembled.

A bounded question prevents a large volume of data from becoming a substitute for analytical relevance.

Trace origin and independence

Repeated reporting does not necessarily provide independent confirmation. Horizon GeoRisk traces claims towards their earliest identifiable origin and distinguishes documented source relationships from inferred similarities.

When a connection cannot be established, it remains a qualified analytical judgement rather than being presented as fact.

Compare across domains

Events are examined alongside the signals that may support, qualify or contradict them. Depending on the question, these may include official notices, imagery, aviation, maritime activity, infrastructure conditions, market behaviour and narrative change.

No individual signal is treated as self-explanatory. Timing, coverage, baseline behaviour and plausible confounders remain part of the comparison.

Keep competing explanations visible

The assessment records which explanation is currently better supported, why it is preferred and what evidence would strengthen or weaken it.

Contradiction is not removed to make the result appear cleaner. It is retained because uncertainty often lies in the relationship between incomplete and partially conflicting observations.

Express probability with a horizon

A probability concerns a specified outcome over a stated period. It is accompanied by the evidence base, assumptions, reference points and material dependencies used in the estimate.

Where the available record does not support a defensible estimate, the correct output is a limitation or abstention rather than a fabricated degree of precision.

Revise with memory

Assessments change when the evidence changes. Horizon GeoRisk preserves the previous estimate, the new estimate and the reason for revision so that judgement can be evaluated over time.

Forecast validation concerns both outcomes and calibration: whether estimates were appropriately confident across comparable questions, not whether every individual forecast proved correct.
